    Ms. Carter is an experienced project delivery leader specializing in energy project development and data centers. She leads cross-disciplinary teams to deliver complex projects across geographies, with expertise in site selection, due diligence, feasibility studies, permitting and policy advisory, and resource sustainability evaluations. From conceptual and pre-FEED phases through startup and commissioning, Ms. Carter manages full project lifecycles while mitigating risk and navigating regulatory challenges. By building strong relationships with jurisdictions and focusing on internal and external stakeholder management, Ms. Carter has developed innovative solutions to complex challenges meeting needs where schedule and technical complexity intersect with regulatory rigor.
